Is she going to eat ice cream and won’t he eat ice cream.
Isn’t he going to eat ice cream and then the examples that come up.
We will interchange will and be going to.
And you can see that they really are interchangeable so we use it to state future facts.

And in some places in England they will still use will here as a question and for me it sounds a little bit strange if someone says Will I help you with your homework.
